Problem
A new building was to be constructed and a potential hazard was identified. It was realised a method would be needed for removing handrails from an upper level to allow a fork lift truck (on the lower level) to raise and place a load. This had to be done without leaving an opening which persons on the upper level could fall through.
Solution
Whilst the building was being planned it was decided to install a manually operated swing-over type of railing. This railing leaves a space for the load to be placed without leaving an opening in the hand railing. The risk of a fall at the time of loading / unloading, or when no material movement is underway, has therefore been minimised.
